Council planners have been given four extra staff to tackle an increased workload.
Wear Valley District councillors heard that demands on the development control service had risen by more than 70 per cent between 2000 and last year with 1,100 planning applications coming in a year.
Four officers will be take on at a cost of £118,000 a year, to be met from extra fees and a planning delivery grant.
