COMMUNITY leaders have backed plans to create zones restricting the drinking of alcohol in public in a bid to curb anti-social behaviour.

Councillors in Ripon voted in favour of a ban on street drinking in four areas, the Market Square, Spa Gardens and nearby park, open space near Ripon Leisure Centre and Old Court House Gardens, next to the cathedral.

The measure was considered by Harrogate Borough Council's licensing committee amid growing concern that drinking in public spaces was increasing anti-social behaviour in the town.

Gary Stelling, chairman of Ripon Spa Gardens Forum, which represents users of the area, wrote to the committee outlining members' concerns.

He outlined problems of adults drinking in the park and scaring away other users, adding that the forum was considering reinstalling gates and railings to improve security in the gardens.

Welcoming plans to implement the zones, he said: "We all wish to show our support towards the ban on drinking across Ripon centre, with particular interest to the Spa Gardens."

Mr Stelling called for the plans to be fast-tracked through the council.

Licensing committee chairman Councillor Bob Nash said the restricted zones had the support of the council and the police.

In January, Ripon city centre and public parks were covered by a dispersal order, giving police powers to move on groups of people.

Anti-social behaviour has reduced since the order came into use, but officials say the designation of alcohol-restricted zones is seen as a more long-term measure.

North Yorkshire Police have provided the council with details of incidents of disorder and nuisance during the past 12 months.

From last June until December, there were 27 incidents in and around the Market Square.

In the following five months, however, there were just 13 incidents.

Spa Gardens had 21 incidents for the initial period but that dropped to nine after the dispersal orders came in.

Council officers will examine the new zones to ensure surrounding streets are included and that the areas link together.

A period of public consultation will be held before the ban is implemented.
