Plans to build a three-bedroom house on a County Durham street have been approved by the council.

The development, proposed by Shaun Luke and represented by Silas Willoughby of Planning by Design, is set to be constructed on the site of the former 156 Collingwood Street, Coundon.

The plot, currently unused but previously residential, is situated on the southern side of Collingwood Street, near a mix of two-storey houses, bungalows, a Sainsbury's, and a small trading estate.

Durham County Council approved the plans on October 16.

The house will be set back one metre from the road and will feature two off-street parking spaces arranged in tandem on the western side.

A blend of timber fencing and a brick wall will enclose the side garden.

The ground floor will be constructed from brick, while the upper level will be rendered. Designs also include a gable-end roof and large windows.

Sustainable features such as an electric vehicle charging point and bird boxes for biodiversity enhancement will be integrated into the building.

The site has a history of unimplemented planning approvals for residential developments dating back to 2003 and 2008.

These previous plans were never realised, despite having been granted permission.

The new proposal was assessed under the County Durham Plan and the National Planning Policy Framework, with a focus on sustainable design, use of brownfield land, and residential amenity.

It received support from CDP Policy 6 for unallocated sites and Policy 29 for sustainable design, and it complies with the Residential Amenity Standards SPD.

Local residents did not raise any objections, while statutory consultees, including the Highways Authority and Environmental Health, recommended conditions regarding parking, noise, and construction hours.

The development must be completed within three years and adhere to approved plans, with additional conditions related to potentially contaminated land and the submission of material details before construction.

The house will cover a site area of 186 square metres, utilising brick and render for walls, double-glazed windows, and tile roofing.
