An officer sent a picture of his penis from a police station toilet and shocking messages fantasising about rape, and saying he was attracted to underage girls.
Blake Payne-Humphries had only been an officer for six months when, on September 1, 2022, he sent the disgusting messages while on shift at a Sunderland police station, a misconduct hearing was told.
The officer sent a woman the X-rated picture from within the toilets of Southwick Police Station, where he was on duty at the time, and was wearing his uniform.
Analysis of the photo file showed it was taken at a time he was logged as being at the station.
He then sent messages saying he was sexually attracted to girls under the age of consent and that he believed some women “wanted to be raped”, before going on to discuss his “rape fantasies”.
“I’d say I spoke to like (sic) two other girls properly before you and obviously one since you and all of you want to be raped”, he said in a message.
In another he commented on photos the woman had sent him of women he “would find hot”, the hearing was told, and said of one: “best thing is she looks about 12”.
The next week he sent the woman further messages saying he wanted to raise a transgender child for the purpose of sexually abusing them.
Messages were linked to Payne-Humphries through an account connected to his email address.
The misconduct hearing, which he did not attend at Northumbria Police’s North Tyneside headquarters, was told he did not dispute sending the image or messages.
He was found guilty of gross misconduct and dismissed with immediate effect. He was also placed on the police barred list.
Chief Constable Vanessa Jardine who chaired the hearing said: “The conduct was intentional and deliberate.
“He sent a sexually explicit photograph and exchanged messages indicating his interest in young children and his fantasy about rape.
“These were shocking messages for anyone to send and even more so when they were sent by a serving police officer who was on duty at the time he sent the image.

“The officer demonstrated predatory behaviour. His conduct belittled women and young girls and demonstrated misogyny. It was discriminatory towards members of the transgender community. It contained threats of violence and abuse of girls.”
She added: “This officer’s conduct was grossly offensive and disgraceful. It does not reflect the views and attitudes of police officers in this force and generally. They, like me, would find his comments abhorrent and wholly contrary to their values.
“Public confidence and the reputation of the police service would be severely impacted should PC Payne-Humphries remain a serving police officer. I want to make it abundantly clear I will not tolerate any behaviour of this kind in Northumbria Police.”
