Plans have been lodged with the council to convert a Darlington house into a six-bedroom HMO.

Proposals in the planning application involve changing the use of 45 Greenbank Road from a Class C3 house to a Class C4 House in Multiple Occupation (HMO).

A HMO is a property that is rented out to at least three people who are not part of the same household. HMOs have shared facilities like the kitchen and bathroom.

Submitted to Darlington Borough Council, the application comes in the same month several plans for HMOs were decided by Durham County Council, including two in Gilesgate which were approved despite concern from residents.

Mr. Daniil Vnoutchkov of Vnoutchkov Properties is behind the application, with Mr. Theo Beedle from Vaughan Architecture acting as the agent.

The applicant claims that the change of use is allowed under development rights.

No other building work is planned to carry out the conversion from a residential property to a HMO.

It can be viewed from public roads, and the planning authority has been asked to contact the agent for a site visit.

The planning application was signed by Simon Carrington and validated by Darlington Borough Council on October 17, 2024, meaning it is currently active on the council's planning website.

The status of the application is currently awaiting a decision and the timeframe for approval or refusal by the council is currently unknown for this specific planning application.
