It happened on Wolviston Road in Billingham, at the roundabout near the petrol station just after 8am, on Tuesday July 30.
Cleveland Police said they received a report that the male driver of a VW Golf had rammed into a white Seat Ibiza.
He then got out of the car and is alleged to have assaulted the driver of the Seat, police said.
