A total of 43 business units are planned to be built as part of Teesworks latest multi-million pound development.
The units will be built at South Bank, and will offer almost 100,000sq ft of industrial, commercial and office space according to TVCA.
The scheme plans to provide a location for Teesside firms to benefit from the major developments taking place at Teesworks.
Tees Valley Mayor Ben Houchen said the units will provide new companies and existing firms with a "modern space" to "expand and grow."
He said: "This is another example of the fantastic progress we are making at Teesworks to develop the site as a great location for a whole range of businesses.
“These units will provide a modern space where new companies can set up and where established firms can expand and grow – delivering the well-paid jobs and investment our area deserves.”
The development will also comprise one commercial unit of 10,000sq ft, two units of 7,000sq ft, and five units of 3,500sq ft.
There will be a further 35 hybrid units of 1,600sq ft which will include a ground floor warehouse and first floor office space.
A planning application for the project will be submitted to Redcar and Cleveland Borough Council in the coming weeks.
A memorial garden providing a tribute to workers who have tragically died will also be present at the former steelworks site.
A TVCA spokesperson said the garden will offer a "place of quiet reflection for loved ones" while honouring those that have died in the 170 years of iron and steelmaking on Teesside.
New parking for South Bank railway station will feature in the development.

“We are developing this as a place where local firms can set up and grow - and companies from outside the area can also expand into Teesside.”
Construction is expected to start in 2024, subject to planning approval.
The development follows the announcement last week by British Steel that steelmaking will return to Teesworks under proposals to build an electric arc furnace at Lackenby, near Redcar.
