Officers said the driver was found to have no licence, insurance, or MoT for the vehicle, while they also failed the roadside drugs wipe.
A Durham Roads and Armed Policing spokesperson said: "One white van towing a caravan at midnight - and something just didn’t appear right.
"Probably because: the van seems to be a clone, the caravan was using the van's alleged registration plate on the rear, the caravan appears to have been stolen earlier this year, the driver had no licence, no insurance, no MoT for the vehicle, and also failed the roadside drugs wipe.
"4 arrested from the van, and all off to custody for further work later today."
Durham Police have been contacted for more information on the incident.
