Images from the scene show the car horizontal on the A692, blocking one lane of traffic, while police officers can be seen walking around the vehicle.
Police shut off part of the road for around an hour to allow them to work at the scene and clear the vehicle away.
The road reopened at around 1.45am.
Durham Police have since confirmed that the two occupants of the car – a 33-year-old man and a 30-year-old man – were arrested at the scene and taken to police custody, where they remain.
Nobody was injured during the incident.
