A police officer dragged a homeless woman into an alleyway after offering her £10 for a sex act just hours after being told he wasn’t facing a rape charge, a misconduct hearing was told.
PC Kevin Woof was ‘bullish’ after being told he was facing no further action and headed out on a drunken bender the following day.
The ex-Cleveland Police officer went to watch Newcastle United play at home before downing at least ten pints and visiting two strip clubs before allegedly attacking the woman.
The experienced officer is alleged to have thrown the woman onto some steps before her boyfriend tried to intervene and he attempted to flee Newcastle city centre in a taxi.

A disciplinary hearing, was told how the officer had bought Liquid Gold, commonly known as poppers, while he was out with a friend before texting him and telling him ‘I have f***** off to enjoy myself’.
David Hewitt, representing Cleveland Police, said Mr Woof then spent 30 minutes searching the internet for escorts and prostitutes before dragging the homeless woman into an alleyway after offering her £10 for a ‘blow job’.
He said the ex-copper accepted he had downed at least ten pints throughout the day before visiting two strip clubs in the city centre and later propositioning the homeless woman.
“He is loitering around in the vicinity of her, he proceeds to proposition her saying ‘will you give me a blow-job for £10’.
“She declines this offer, the former officer follows her or drags her into an alleyway,” he said.
Mr Hewitt said the woman’s boyfriend then intervenes believing that the ex-officer was going to rape her after throwing her to the ground.
The accused ex-officer then runs away and jumps into a taxi, demanding that the drive ‘just go’ but he was ‘sweating and shaking’ as the couple and a friend attempted to block the vehicle from moving.
The alleged incident took place on Dean Street, Newcastle, just yards from one of the strip clubs that the married officer accepts he attended.
The tribunal heard how Mr Woof was celebrating after being told he was no longer under investigation following an accusation of rape following an earlier boozy night out.
Mr Hewitt said Durham Constabulary told the ex-policeman that the case was dropped on October 16, 2021, after the investigation was launched in May of that year.
The following day, he headed out into Newcastle to celebrate with his friend before they became separated after visiting two different city centre strip clubs.
Detective Constable Chris Bentham, of Durham Constabulary, said the rape allegation was made following a night out in Newcastle but no further action was taken following an investigation.

When asked how Mr Woof reacted, the officer said he was ‘bullish’ and suggested he was planning on going out in Newcastle to celebrate.
The former officer, who failed to attend the first day of the hearing, was represented by Paul Morley of Cleveland Police Federation.
He said Mr Woof denied the allegations and maintained that he only attempted to flee the scene because he feared for his life.
Explaining the search for escorts and prostitutes, the ex-officer claims he was trying to track down one of the women dancing in the strip bars to see whether she was also a sex worker.
