Further details on how a new 2,000-home garden village will be built are due to be revealed soon.
The major Burtree Garden Village development, in Faverdale, Darlington will see the new homes built over a 20-year period, and 200,000sqm of employment space creating more than 6,000 jobs.
It is planned for a greenfield site on old farmland near Burtree Lane, Faverdale Industrial Estate and the A68.
Facilities including a primary school are also promised for the 178-hectare site, in a development said to retain and enhance much of the existing green space.
Homes England are preparing the submission of a hybrid planning application for the delivery of phase one of the proposed Burtree Garden Village development.
The hybrid planning application, which includes around 35 acres of council owned land at High Faverdale Farm will include a spine/link road which will be built to access the development and outline for the remainder of how phase 1 of the plans will be created.
Property construction firm Hellens Group are working with Darlington Borough Council to incorporate the development of a new public park, later living accommodation and retail facilities, in addition to 500 new affordable homes with an emphasis on green spaces.
The garden village is the first large-scale use of the "Healthy New Towns" pilot programme - the only one selected in the North-east, intended to deliver healthier environments and care.
A council report due to be presented to councillors on Tuesday, December 6, says the authority backs the scheme as part of its ethos of promoting new development and economic growth.
