Councillor David Hall, who represents the Sherburn division of Durham County Council, issued a statement on social media the day after the incident.
He said: “I'm sad to report that a young male has died.
“It appears at first reports, after the 4x4 car he was in left the lane.
“I understand no residents from that area, other cars, or pedestrians were involved. Only this one car and its occupants that was travelling along that road.
“Police and I ask people to respect the impact this will have on families and friends of those involved and so please not to speculate or give out any details on social media.”
Anyone with information can contact police on 101.
