Cllr Scott also responded to reports that people in Darlington are panic buying at he supermarkets. She said: "There is no reason to be panic buying. What people are forgetting is that by buying vast quantities of items, they are making things much more difficult for everyone.

"It is a very sad state of affairs. I can see that it is difficult for people, but there is no reason to be buying so many things.

One shopper in North Road Morrisons yesterday reported that a group of young people were pushing items off the shelves just to take photographs of "fake" empty shelves.

They were escorted off the premises.
